Responding to Immigration Enforcement Questions

The University of Maryland Police Department’s (UMPD) mission is to serve the university community, to protect life and property, and to uphold the law, all within a supportive, respectful and inclusive environment.

We want our community to know that UMPD is responsible for enforcing Maryland state, local and traffic laws. UMPD does not enforce federal immigration laws and our department does not have a 287g agreement with U.S. Immigration and Customs Enforcement (ICE).

We believe in community policing and we work collaboratively to nurture partnerships, strengthen trust, and enrich quality of life.

Our team of officers and staff work tirelessly to safeguard the academic and cultural experiences of our University of Maryland (UMD) community and guests. When engaging with our community, our officers do not inquire about a person’s immigration status.

UMPD follows the Office of Attorney General of the State of Maryland (OAG) Guidance for Maryland Law Enforcement on the Requirements of Maryland Law When Working with Federal Law Enforcement Agencies. Additionally, the university has issued Guidance on Government Enforcement Officials (including ICE) actions, and limits to non-public spaces and information.

Please note that some spaces on campus are open to the public to include sidewalks, open outdoor spaces, events open to the public, etc. As such, federal agents are generally allowed by law to enter public areas without permission from the university.

At this point in time, we have no knowledge of any planned ICE activity on campus. However, if you see a federal agent on campus, arresting/detaining a person or group, or entering/inside your building, call UMPD at 301-405-3555 or text UMPD using the UMD Guardian app. In an emergency, dial 911 or 301-405-3333.

With almost 10,000 student residents living on-campus and over 100 countries represented at UMD, we are aware that incidents occurring locally, nationally, and internationally have a direct impact on our community.

There are services and resources available to you, both from UMPD and UMD. And, please know, we have no greater priority than the safety of our students, faculty, staff and visitors to our campus.
