Man Charged in Connection with Indecent Exposure Incidents

College Park, MD – On February 1, 2024, at approximately 4:08 p.m., the University of Maryland Police Department (UMPD) responded to Elkton Hall for an indecent exposure.
A woman (student) reported to police that she saw a man expose himself inside a white van. An arriving officer saw the van leave campus, traveling east on University Boulevard. Our Security Operations Center was able to provide updates on the van’s location to responding officers. Officers stopped the van on Paint Branch Drive at Engineering Drive. The driver, Ryan Joseph Cibula was brought back to UMPD’s Headquarters and was later released.
Our Criminal Investigations Unit determined that Ryan Cibula was connected to an indecent exposure that occurred on January 24, 2024, in which a UMD Safety Notice was sent to the campus community. He was also connected to a second indecent exposure that was reported to UMPD at approximately 9:15 p.m., on January 24, 2024, that occurred earlier that same day.
On February 2, 2024, our detective applied for charges and an arrest warrant was issued for Ryan Cibula. He was charged with three counts of CR 11-107 Indecent Exposure.
